His business acumen includes founding and managing companies in several countries, such as Kugler Immobilien GmbH in South Tyrol and Kugler International in Vietnam. He has successfully led projects, created innovative business models, and managed a diverse portfolio of enterprises. Political and Economic Cooperation
Walter’s work as Director for the African continent at the Shanghai Cooperation Organization Business Club and Investment Fund, where he advised governments on fostering cooperation with companies from the Shanghai Cooperation Organization, is a key part of his career. The Eweland African Region is a cross-border development initiative connecting the Volta Region of Ghana with the Maritime and Plateau Regions of Togo, where the Ewe people traditionally live. Although the region was divided after World War I, the Ewe community remains united through culture, language, and social ties.
Its main mission is to promote cultural unity, economic cooperation, education, peacebuilding, and shared infrastructure development across both countries.
According to the 2025–2028 Master Plan, the Board is implementing several major projects, including:
The Eweland Economic Zone (a cross-border special economic area)
The EWE Joint Development Fund (€50 million startup capital from Ghana & Togo)
The EWE Academy (education, training, and regional management)
Railway corridors, logistics hubs, ports, and road expansions
Agriculture, fish farming, shipbuilding, and wildlife park development
